A domestic market obligation (DMO) is a policy commonly defined in the host state regulation or the PSA. A DMO requires producers to sell a specified portion of their oil or gas production at a rate equivalent to their export prices or at discounted rates to the domestic market. Gas has no liquid market, especially for domestic supply. Even if the contractor is obligated and willing to supply to a domestic buyer, it may take an extended time to find one. The time for the buyer to build its infrastructure and plant to take gas for power generation, for example, can also take years. A DGSO regime is not just regulating the allocation of gas to the domestic market. Its regulation together with a sound pricing regime and a coherent export regime is of the essence. If not, a "catch-22 situation" may arise. This paper is about DGSO schemes and their problematic issues. The Regulation requires coal and mineral producing companies to allocate a certain minimum percentage of its total production to the domestic market. The actual DMO percentage is to be determined on an annual basis by the Ministry each June and made available to mining companies prior to the year in which it will be effective. Crude oil production is determined within the OGSM using short-term supply functions, which reflect potential oil or gas flows to the market for a one-year period. The gas functions are used by the NGMM and the oil volumes are used by the LFMM for the determination of equilibrium prices and quantities of crude oil and natural gas at the wellhead.
